Dr. Mpoki M. Ulisubisya, MD, MMed, FCTACC, FCA (ECSA), MBA, is a distinguished anaesthesiologist and critical care physician with over two decades of dedicated service in clinical practice, medical education, and health system leadership in the United Republic of Tanzania. His career reflects a rare combination of clinical excellence, academic commitment, and strategic leadership at both national and international levels.
Dr. Ulisubisya previously served as Permanent Secretary for Health in the Tanzanian Ministry of Health, Community Development, Gender, Elderly and Children, where he provided visionary leadership in advancing equitable, high-quality, accessible, and sustainable healthcare services. His tenure was marked by a strong emphasis on inclusivity, gender sensitivity, health system strengthening, and the digitalisation of the health sector.
In the diplomatic arena, he served as Tanzania's High Commissioner to Canada, where he played a pivotal role in fostering strong bilateral relations, actively promoting trade, investment, cultural exchange, and development cooperation.
A respected leader in professional circles, Dr. Ulisubisya has served as President of both the Society of Anaesthesiologists of Tanzania (SATA) and the College of Anaesthesiologists of East, Central and Southern Africa (CANECSA) under the ECSA College of Health Sciences. In these roles, he was instrumental in the foundational development of regional training curricula, examination systems, and fellowship programmes, contributing significantly to the advancement of specialist training across the region.
Dr. Ulisubisya is deeply committed to academic medicine and serves as a Visiting Lecturer at Muhimbili University of Health and Allied Sciences (MUHAS) and Kairuki University (KU), where he teaches both undergraduate and postgraduate students. He obtained his medical degree and postgraduate training in Anaesthesiology and Critical Care from the Muhimbili University College of Health Sciences, University of Dar es Salaam, and further enhanced his expertise through international clinical training at Royal Perth Hospital in Australia and the CARE Institute of Medical Sciences in India, where he earned a Fellowship in Cardiothoracic Anaesthesia and Critical Care. He also holds a Master of Business Administration from Mzumbe University.
Notably, Dr. Ulisubisya played a key role in establishing Tanzania's National Open Heart Surgery Programme — a significant milestone in the country's healthcare development. He currently serves as Executive Director of the Muhimbili Orthopaedic Institute, a leading tertiary referral and teaching institution specialising in orthopaedic and neurosurgical care. Under his leadership, the Institute continues to advance excellence in clinical service delivery, education, and research, and serves as a key teaching hospital for MUHAS, COSECSA, and CANECSA.
